VICTORIA, Oriental Mindoro — Classes in all schools in Victoria town were suspended starting noon on Monday as a precautionary measure amid persistent rains brought by “amihan” or the northeast monsoon, local officials said. The Municipal Disaster Risk Reduction and Management Office (MDRRMO) announced that, upon the directive of Mayor Richard V. Inciong, who also
