BACOLOD CITY — Heavy rains triggered by a shear line caused flooding across Bacolod City and several areas in Negros Occidental, forcing more than 5,000 residents to evacuate since Saturday, Jan. 31. The downpour damaged roads and bridges in northern Negros Occidental and triggered landslides in Toboso, Provincial Disaster Risk Reduction and Management Office (PDRRMO)
