Three years ago, the Second Congressional Commission on Education was formed to evaluate all of Philippine education and to recommend necessary reforms—a massive and urgent undertaking. A few days ago, Edcom 2 released its final or Year 3 report. The focus, now, is on turning Philippine education around, and the heart of the report is an ambitious, 10-year National Education and Workforce Development Plan. Does the political will exist to turn it into a real action plan, not a mere wish list? And if it’s doable, who will do the doing?
