TACLOBAN CITY — Police have arrested a man who allegedly siphoned diesel from the parked truck of a business establishment here. The theft was reported at a business along Rizal Avenue in Barangay 37, where around 70 liters of diesel fuel valued at P8,050 were siphoned from a company vehicle owned by Lucky Hardware and
