MANILA, Philippines — A Senate investigation has been sought into what critics describe as a failure to fully enforce vessel monitoring rules meant to keep commercial fishing boats out of municipal waters reserved for small-scale fishers. In a resolution filed Monday, Sen. Risa Hontiveros urged the Senate Committee on Agriculture, Food and Agrarian Reform to
