MANILA, Philippines — The Tau Gamma Phi fraternity on Friday urged its members linked to the alleged fatal hazing of 19-year-old PNTC Colleges maritime student Kenneth Alcedo to surrender to the authorities. “We strongly condemn the event that happened last March 1. We also would like to offer our sympathy and condolences to the family
