MANILA, Philippines — Another impeachment complaint against Vice President Sara Duterte has been filed before the House of Representatives, putting the total number of petitions submitted to three. Members of the clergy along with some members of the Integrated Bar of the Philippines led by lawyer Armando Ligutan went to the office of House Secretary General
