March 24, 2001 Ligao in Albay was converted into a component city through a plebiscite held ratifying Republic Act No. 9008 that was signed on February 21, 2001 by then President Gloria Macapagal-Arroyo. The most widely accepted origin of the name “Ligao” was “licau”, meaning to take a longer route or to deviate from the
