MANILA — Senator Mark A. Villar renewed calls for stronger rabies prevention measures and long-term animal welfare policies during a privilege speech on the Senate floor as the country observes Rabies Awareness Month this March. In his speech, Villar stressed that rabies remains a serious public health threat in the Philippines despite being preventable. He
